A: No. But also yes, sometimes. The height and weight section of the Cycle 16 application has the following (somewhat confusing) disclaimer:
"PLEASE NOTE: You must be AT OR ABOVE five feet and seven inches [5’7”] in height to be eligible, although Producers reserve the right to make case-by-case exceptions. However, the Producers are looking for a variety of models, including plus size models."
Well then. All of that capitalization and underlining makes us think you probably should be at least 5'7". But then it seems like it doesn't matter if there's something really exceptional about you. For instance, say you're really 5'1", but can stretch all of your appendages to become 5'10" at a moment's notice. That's exceptional.
