A recent tweet from showrunner Marlene King sheds a little light on what's coming up for this troubled relationship.

A fan asked Marlene, "Will Spoby fans be satisfied at the end of episode 2x23?"
Marlene replied, "The journey is a bit longer but you won't want to miss a minute of it."
So, sorry Spoby fans, it doesn't sound like they're making up on Monday. That fits with what Keegan Allen told us recently: Although Toby "really cares about" [Spencer], and believes Toby and Spencer have "a true love," Spencer won't necessarily be Toby's one focus when he comes back. Instead, "he's exploring...a couple more aspects of his relationship to everyone in the town of Rosewood."
Of course, it makes sense that Spoby's problems wouldn't just evaporate. Toby still thinks Spencer cheated on him with Wren, and Spencer still wants to protect him from "A." But remember, there is light at the end of the tunnel: Marlene has promised they'll kiss in the season finale.
