Based on the first few episodes of Season 3, he clearly knows way more than he's willing to share, and the fact that he's holding on to so many secrets automatically makes him untrustworthy in our eyes. That said, we also suspect that the mystery behind Alison (Sasha Pieterse) and now Maya's (Bianca Lawson) murders won't be so easily solved. "Garrett did it" seems like neither a satisfying nor particularly logical explanation.
Of course, even if Garrett isn't the only one who was involved — and perhaps might not even be the person who actually killed Ali — doesn't mean he's necessarily innocent of any wrongdoing. On the other hand, the Liars have been framed enough times that we know you can't always trust the evidence in Rosewood, no matter how convincing it seems.
