She set up Garrett to take the blame. Just before Garrett (Yani Gellman) was arrested (ostensibly for Alison’s [Sasha Pieterse] murder), Jenna ratted him out to the police. By claiming that Garrett gave her page 5 of Ali’s autopsy report to “keep safe,” she made it clear that she wanted Garrett locked away, meaning he looks just as suspicious when it comes to the next murdered teenager in town. By getting someone else to take the fall, she’s cleared of guilt.
Jenna could be on the “A” team. We still think it’s a very strong possibility that Jenna is connected to the “A” team, and always has been. After Ali’s backfired fireworks left Jenna blind, she had a major motive to hurt the Little Liars. “A” has always gone after the Liars’ significant others, so it would make sense that she would set her sights on hurting Emily (Shay Mitchell) by killing off her first love.
Jenna’s mysterious park meeting. On the day Maya was murdered, Jenna had a secret meeting with an unknown person in a Rosewood park. She gave a strange, wrapped item to this person, which could have easily been the murder weapon used against Maya. Even if Jenna didn’t kill Maya first-hand, she could definitely be guilty by proxy.
Jenna was acting suspiciously the night Maya was murdered. We couldn’t have been the only ones who noticed Jenna’s evil eye at the Masquerade Ball in the Season 2 finale (Season 2, Episode 25: “UnmAsked”). She seemed to be watching the Little Liars at all times, and we still don’t know what she was talking to Melissa and Lucas (Brendan Robinson) about. Could they all have been plotting together?
Jenna could be keeping Nate close for a reason. You know what they say about keeping your friends close, but your enemies closer? If Jenna murdered Maya, then she has a good reason to be so flirty with Maya’s cousin Nate. He’s in town to investigate what happened, and if she can get on his good side, then she can keep an eye on how he’s progressing with his search for answers.
