The PLL finales tend to be all about the “A” plot. Sure, there is some time for romantic moments, but - unless they are directly affected by the “A” game - they are few and far between in these generally action-packed episodes. This is why Toby was so important in the Season 3 finale. We had spent the entire half-season wondering why he was on the “A” Team and what his role in the “A” game was. We found out in the Season 3 finale, and he proved himself firmly on Team Liar by helping them set a trap at the Thornhill Lodge.
But what about this season? Is Toby’s role in the “A” game prominent enough to grant him a role in the Season 4 finale? Maybe. Toby’s storyline this season has mostly been devoted to the investigation into his mother’s death - ruled a suicide, but under suspicious circumstances. Since he started looking into it, he has discovered that Wilden changed the police report to lie about from where Marion Cavanaugh allegedly jumped to her death. There is also some kind of connection between Marion and “a blond girl” who visited and/or stayed at Radley while Toby’s mom was there. There’s also the fact that “A” seems to know an awful lot about Marion’s death and has been using her knowledge as leverage for Toby’s assistance in small matters (like moving her RV lair). We wouldn’t be surprised if the mystery of Marion Cavanaugh’s death comes into play in a big way in the Season 4 finale, which would most certainly necessitate Tobe’s appearance in the all-important episode.
No — Season 4B is all about Ezra’s betrAyal
On the other hand, the focus of Season 4B will seemingly be about Ezra’s connection to the “A” plot in the same way that Season 3B was about Toby’s. Though the death of Marion Cavanaugh may factor into that story, it could easily be resolved in the penultimate ep of Season 4, leaving the final episode to more fully resolve the Ezra as “A” storyline. If this is the case, we could see Toby being absent (or largely absent) from the Season finale. It’s hard to tell what directions PLL will take in Season 4B, as it hasn’t even started yet. In the Season 4 summer finale, Toby decided to drop the investigation into his mother’s death. If he doesn’t go back on this decision, we’re not sure what he would have to do in the Season 4 finale in terms of the “A” plot. After all, he’s recently had his turn in the “A” spotlight.
