It's former Grey's Anatomy star Katherine Heigl (Izzie Stevens)!

Katherine and her husband Josh Kelley adopted Naleigh Moon from South Korea in 2009. They adopted a second child in April of this year.

Proud mama Katherine posted this pic of Naleigh on Twitter, saying, "Naleigh Moon's new haircut!! How adorable is she!!"
