This week's all-new Modern Family saw Claire wrestling with whether or not to run for town council against her new arch-rival, Duane Bailey (guest star David Cross). And while councilman Bailey may be a puggle-breeding, stop sign-hating Canada basher, Claire isn't exactly without her own hilarious, insanely OCD, faults.
