It's time for Forbes to upset and excite various famous people with their ranking of the World's 100 Most Powerful Celebrities.

No one will be shocked to see Oprah Winfrey at No. 1, but the rest of the list, and the order, may raise some eyebrows.

As Forbes explained with the new ranking, "Unlike most Forbes lists, which are based on earnings or net worth, our annual Celebrity 100 takes a stab at measuring that most ephemeral of riches: fame. Yes, we factor in celebrity earnings over the last 12 months, but we also tally how often each celebrity is mentioned in print and on TV, and gauge the strength of their Internet presence and how they’re viewed by a critical constituency: American consumers." This year they added a marketability score for each celebrity, developed from market research firm E-Poll.

In 2013, women occupy six of the top 10 spots, which is actually down from seven last year. Overall, the ladies took 35 of 100 slots, which is about the same as last year. Who went up and down? Thanks to her world tour, Madonna went way up, landing in fifth place, after two years off the list. Last year’s number one, Jennifer Lopez, fell to 12th place. Lady Gaga, who topped the list in 2011, still ranked second even after cutting her tour short due to a hip injury. On the male side, Steven Spielberg is up seven spots from last year, and Roger Federer, the highest-ranked athlete on the list, is up 23 spots from last year thanks to his impressive endorsement portfolio.
