According to TMZ, Chris Guerra — the photographer killed on New Year's Day while trying to get a photo of Justin Bieber's Ferrari — had been following Justin all day on Tuesday, even though Justin was not in the Ferrari at the time it was pulled over for a traffic stop. That's when Chris was hit by an oncoming car.  

Sources told TMZ that Chris had called someone at a paparazzi agency around 5:30 p.m. Tuesday to say he was waiting for Justin, who had pulled into the Four Seasons Hotel in Beverly Hills. Chris then said the Ferrari was pulling out of the hotel and he had to leave. TMZ says Justin's friend, rapper Lil Twist, was the one actually driving the Ferrari when it was pulled over on Tuesday night.

On Wednesday morning, Justin released a statement on the photographer's death: "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."

That sounds similar to Miley Cyrus's statement on Twitter in reaction to the accident.
