Belle, the daughter of a town's ruler, voluntarily became Rumplestiltskin's servant in exchange for hime saving her father's town from ruin in a war. She volunteered because it was a chance to prove her bravery and save the people she cared about. She eventually fell in love with Rumplestiltskin despite his appearances, but she also sensed the darkness in him. When he voluntarily let her go she almost took the opportunity to run, but as she was on the road away from his castle Regina found her and convinced her to go back by hinting that True Love's kiss could break the curse on him.
The kiss almost worked, but when Rumplestiltskin realized what was happening he freaked out and banished Belle from his home. He claimed it was because he cared about power more than her, but she didn't believe him — she thought he was just afraid of love. Regina told Rumplestiltskin Belle killed herself after she left his service, but that wasn't true. We later saw her in the dwarves' mines.
In Storybrooke, Regina keeps Belle (whose Storybrooke name, if different, is unknown) locked in a cell under the hospital. Jefferson frees her in the Season 1 finale and sends her to Mr. Gold, insisting that she tell Gold that Regina is the one who locked her up. She goes to Mr. Gold, who promises to protect her.
