Yes, Mona was just a decoy

If we’re to believe that Ezra really is “A” and is after Ali, then it makes sense that his quest for Alison would have started before he met Aria and the other Liars. When else would he have met then presumed-dead Ali to have any reason to find her if not before the events of the show? In retrospect, there is also a lot of evidence that Ezra has always exhibited “A”-like in his behavior: “A”’s faming of Noel Kahn shortly after Noel threatened to expose Ezria’s relationship; the typewritten notes sent by “A”; and the letter sent to Ella exposing Byron’s affair shortly after Ezria had a fight about it. We think it’s very possible that Ezra used Mona as a decoy “A” to throw the Liars off of his trail for while. We’re not sure if we believe Mona’s assertions that she doesn’t know who “A” is, especially given the spoilers that she and Ezra will be hanging out in Season 4B. We believe Mona was an “A” Team member, but perhaps she herself has never been the “A” kingpin…

No, Mona was Original “A”

On the other hand, if Ezra’s main motivation in being “A” now is to find Alison, he didn’t always have to be “A” to do that. Perhaps, after learning of Mona’s downfall as the emotional terrorist, he realized that picking up the “A” mantle would give him some control over the Liars, who are perhaps his best bet in tracking down Alison. Mona’s motivation for being “A” always made sense: she herself was tormented by Alison and, in her eyes, by extension the Liars. When the Liars reunited as friends following the discovery of Alison’s “body,” she felt as if they were taking her BFF, Hanna, away from her and she lashed out. Without yet knowing Ezra’s motivation for being “A” now, it is hard to take that logical plot twist away from Mona.
