Will the Pretty Little Liars Season 4 Halloween episode be a prequel episode like Season 2, Episode 13: “The First Secret” or will it be part of the present-day plot like Season 3, Episode 13: “This Is A Dark Ride.” PLL writer Joseph Dougherty weighs in:

“It'll happen in continuity, between the events of 412 and 414,” clarified Joseph on Twitter, and we have to admit we’re glad to hear it.

As awesome and creepy as “The First Secret” was, a prequel episode in the middle of a mid-season hiatus can be a bit frustrating. Not frustrating enough that we didn’t enjoy it, but “This Is A Dark Ride” was nearly perfect. It was filled with suspense, intrigue, and murder that launched the rest of the season. We will be happy if this year’s Halloween ep is even half as good.

A present-day also makes more sense given that the Halloween episode will be introducing us to the world of Ravenswood, the proposed PLL spin-off, with the introduction of three Ravenswood residents. This could have been done in a prequel episode, but it would have been strange and complicated the launch of Ravenswood.
