On the Pretty Little Liars Season 2 finale, Toby’s (Keegan Allen) absence from Rosewood was finally explained — sort of. In one of the final scenes, he explains that he he had gone on a mission to find and locate Dr. Sullivan (Annabeth Gish) so she could help protect Spencer (Troian Bellisario) from the person he knew was threatening to hurt her and her friends.

But, as romantic as Toby’s line was to Spencer (“Pretending not to love you was the hardest thing I’ve ever had to do”), we still had so many questions. How did Toby manage to find the missing psychiatrist if the Little Liars couldn’t? How did he know that Dr. Sullivan would know who was torturing them?

Executive Producer Oliver Goldstick explained to TVLine, “Toby had been clued in that someone was torturing the girls, so he made the connection that that person could have been holding Dr. Sullivan at bay. I can’t explain all of that to you now — it will certainly unfold.”

He explains that “all of the loved ones of the PLLs were aware of Dr. Sullivan, and her sudden disappearance from Rosewood would have sparked interest and curiosity among them.” That’s true, but if all the adults and presumably the police knew that Dr. Sullivan had been kidnapped, or at the very least, had just disappeared and stopped treating all of her patients, why couldn’t they find her, but teenaged Toby could?

Showrunner Marlene King tweeted about the Toby mystery too. When a fan asked if Toby knew who “A” was all along, Marlene replied, “he suspected that Sullivan knew.”

Naturally, with any Toby mystery, there is a Jenna (Tammin Sursok) connection. Oliver explains, “Toby hiding his valiant effort to protect Spencer was very connected to Jenna because he really was hoping that if she was indeed treacherous, he could find something from the inside.” So it seems that Toby spending all that time with Jenna was a long con towards finding out if she was “A.” Too bad he didn’t figure out who that was meeting Jenna in the park.
