In A Song of Ice and Fire, Hizdahr is a wealthy nobleman of the city of Mereen. Never heard of Mereen? You will soon. Mereen is the next stop on Dany’s Operation: Freedom tour, and it’s the city where she’s going to take up residence.
Once she frees the slaves of Mereen, as she did in Astapor and Yunkai before, Dany hears news that Astapor is now being ruled by a vicious former-slave-turned-dictator. Not wanting that kind of fate for Mereen, she does the responsible thing and declares herself Queen of the city.
Enter Hizdahr zo Loraq. Hizdahr isn’t crazy about all of the changes Dany’s made to his fair city, especially her closing of the city’s famous fighting pits, so he’s constantly trying to increase his influence with her. His main way of trying to do this is by repeatedly asking her to marry him, which she is very uninterested in doing.
However, Mereen starts being tormented by a group known as the Sons of the Harpy, who start killing freedmen at night. Dany seems powerless to stop it, but Hizdahr is convinced he can bring peace to the city. The two of them come to an agreement: If Hizdahr can bring about ninety days of peace, then Dany will marry him, making him King of Mereen. Miraculously (or not — many suspect Hizdahr is in charge of the Sons of the Harpy), ninety days pass without incident, and Dany has herself a new husband: Hizdahr zo Loraq.
