Best: Billy Chambers, Scandal
The revelation near the end of Scandal Season 2 that Season 1 villain Billy Chambers was alive and wreaking havoc worked because the show had done a good job only implying Billy was offed by brutal assassin Charlie at the end of Season 1. This isn't a case where we see someone's bloody body only to have them miraculously spring up the next year, which often feels like unfair trickery. We saw Charlie get into an elevator with Billy, and we saw the doors close, but there was room for doubt about what happened after that. The writers waited long enough for everyone to assume Charlie must have finished the job before revealing at just the right moment that, no, actually, Billy had wriggled his way out of that sticky situation with an offer too good for Charlie to pass up.
