Not that we miss the guy, but The Governor’s absence is definitely noted in the extended trailer and promos for The Walking Dead Season 4. We've also heard, through the spoiler grapevine of people who've seen the first two episodes, that The Governor is nowhere to be found for at least the first two weeks.
We know actor David Morrissey (The Gov) is a series regular, and Michonne (Danai Gurira) will be obsessed with tracking him down for revenge after Andrea’s (Laurie Holden) Season 3 death. However, TWD comic book writer/executive producer Robert Kirkman also teased to The Hollywood Reporter, “While the Governor is still out there and still a threat, we're going to see him in a new light and he won't appear until we least expect it. I don't think people are really going to be able to anticipate what we do with the Governor; it's going to be radically different. [...] We might not really expect to see him in the first episode and he shows up in the first episode back. Or it would be pretty shocking if he didn't show up until the finale. It could be either/or or somewhere in between.”

In the trailer, we see that someone has been secretly feeding the walkers at the prison to get them even hungrier, so they are more dangerous as they approach the fence. Someone has also attacked a cell block and at least two people were killed in “cold blood.” Since The Governor now has an awareness of the prison’s location and defenses, is it possible he’s pulling an Andrew — i.e. stealthily using the walkers in the area to attack Team Prison? On Season 3, he bused in a group of walkers to populate the grounds. What if The Gov’s methods have just become more sophisticated?
