The Governor was an evil guy right away in The Walking Dead comics. On the AMC TV show, he may be a jerk, but he has a bit of heart and he's not totally evil. But his bad side is slowly coming out, and we should expect to see more of it now that the first half of Season 3 is complete.

SPOILERS AHEAD

At the end of the midseason finale, Episode 8, "Made to Suffer," Michonne killed The Gov's daughter, Penny, then stabbed The Governor in the eye. He's mad now.

Executive producer and comic book co-creator Robert Kirkman was on Talking Dead right after the midseason finale and said, "We're peeling layers back on The Governor. We wanted to start in a more nuanced approach. We wanted to let the audience get to know him a little bit more before we start to peel those layers back and reveal just who this person is. I think that this episode is really the start of a lot of other things with The Governor. So I would be on the lookout for that guy being a little bit more dastardly.”

As showrunner Glen Mazzara added to Entertainment Weekly, "He’s transformed. He’s not going to be duplicitous. He’s now focused on vengeance. On making people pay. And you’re either with him or you’re not. That’s where the Governor is. In a way, he’s rejecting the duplicity and the politics of what he’s been doing for the first half of the season. Now he’s starting down a much darker road. And the Governor we’ll see in the back half of the season is very formidable and is much darker. And we take him to some pretty scary places."
